Message from Dr. Robert McMaster, chair of HealthCareCAN’s Board of Directors

Dr. Robert McMaster, chair of the HealthCareCAN Board of Directors, informs the community that Paul-Émile Cloutier will be stepping down as President and CEO of the association on November 5, 2024. Mr. Cloutier will be attending his last Board meeting on October 28.

“After over 25 years, in a variety of positions, I feel the time is right for me to enjoy some form of retirement.” said Paul-Émile Cloutier, “Furthermore, with the recent release of a bold new strategic plan to take the organization into 2029, it’s a good time for new leadership to take the helm at HealthCareCAN.”

Mr. Cloutier joined HealthCareCAN in June 2017, during which time he has led the organization in developing a number of successful initiatives and achieving outstanding results. Under his leadership, HealthCareCAN was able to secure $457 million in special funding for researchers during the pandemic – a period of heightened stress, transformation, and challenges for our health professionals. Together with other partners, he strenuously encouraged Health Canada to establish some form of a stakeholder coalition to address health human resources issues.

Paul-Émile is a strategic thinker who understands communication, government, and stakeholder relations. Advocacy is in his DNA. He has built strong relationships within all levels of government and other stakeholder groups, developing key strategies and tactics.

During his tenure, Paul-Émile never lost sight of the fact that he was working for, and with, research institutions, hospitals and regional health authorities. He made it his mission to effectively represent the interests of HealthCareCAN members and champion their issues as he sought to promote their success in delivering the best possible care to the people of Canada.

“I am proud of what I have achieved with the support of the HealthCareCAN Board and staff. I will always be grateful for that invaluable cooperation as well as the opportunity to learn and grow every day.” said Mr. Cloutier.

“Paul-Émile has shown outstanding leadership throughout his tenure, particularly during the challenging times of the COVID-19 pandemic where he expertly brought together health care leaders throughout Canada for coordinated responses.” added Dr. Robert McMaster, “We are very grateful for Paul-Émile’s unwavering commitment to HealthCareCAN and to supporting Canada’s healthcare system. On behalf of the Board of Directors, we wish him all the best for a well-earned retirement.”
